On March 30, 2021, from 17:00 to 18:00 at Tulla Center Culture was held the first workshop within the project “Distances of Public Services in the Municipality of Tirana”. In this activity were present 22 participants from 44 applicants for the call for volunteers, who during the activity respected the protocols of the pandemic.
The event was opened by a welcome speech by Leart Kola, Executive Director of the Institute of Social and Human Studies, where he presented the goals and objectives of this project that will be extended throughout this year.
Then through the zoom link the expert Sokol Tushe, specializing in Information Systems and Management, Emory University, USA presented the preliminary findings of the project. Currently, public services are discussed in terms of population density for certain number of schools per 1000 inhabitants. From the observations there is a geographical inequality in the way the institutions are distributed where the old neighborhoods in the center are closer to the services while in the urban areas there has been a concentration of decision making created after the territorial reform.
The technical purpose of the project is a detailed analysis of public services in Tirana, through the measurement of distances for walking time in the car or on foot. The focus will be on services for kindergartens, schools, health centers, police stations and post offices, from where the analysis for kindergartens is completed.
Meanwhile, after the presentation of the participants’ training and their expectations, they were divided into three groups respectively: data analysis, mobilization and lobbying, as well as visibility.

RECOMMENDATIONS Development & Cooperation Project in Albania

‘‘This study, published in December 2019, aims to stimulate debate on: the needs, constraints and capacity to exercise an inclusive and participatory decision-making process for citizens and administration at the local level; appropriate models for local democracy practices, engaging citizens and raising awareness.’’

The study “Acceleration of Development and Civic Cooperation” conducted by the Institute of Social Studies with the support of USAID and in collaboration with many experts at national and local level, is among the only publications of its kind implemented in Albania. It analyzes development and comprehensive indicators of the territorial reform in the
municipalities of Tirana, Lezha, Saranda, Peshkopia, and Korca in order to provide a clear picture of how geographical, economic and demographic differences affect the conditions of local democracy and citizen participation.
The study, published in December 2019, aims to stimulate debate on: the needs, constraints and capacity to exercise an inclusive and participatory decision-making process for citizens and administration at the local level; appropriate models for local democracy practices, engaging citizens and raising awareness; generating cooperation processes with political factors at the local level, as well as transparency and accountability by local government units; assistance to state institutions in implementing the objectives of the territorial reform; impacting the public debates on territorial reform, decentralization and democratization in line with the objectives. The practice of local democracy in Albania before the territorial reform as the main obstacle there has been a deep fragmentation.
In the 373 local self-government units that existed before 2015, which was suffering from lack of capacity and human resources, as well
low level of decentralization of competencies to exercise democratic practices in the territory under administration. Local government will have more competencies according to the territorial reform with the work, which has in charge, which has more importance for the citizens in the new administrative units. But without a distorted process of interaction between the new local government units and the citizens, the local government will follow the inherited activity and ignore the needs and democratic right of the citizens to participate in the decision-making at the local level.
Compared to other countries in the region, Albania has a weaker practice of local democracy. This is mostly due to the procrastination of the decentralization process and the consequent lower distribution of funds and resources. In comparison, Northern Macedonia and Kosovo have much more experience and show better results in addressing the needs of citizens at the local level.
Therefore, this study aims to provide an analysis of conditions and dynamics at the local level, as basic knowledge about the creation of mechanisms and instruments for democratic participation in 61 new local self-government units in Albania.

In the framework of the program of prevention of hidden crime in the community and police cooperation with administrative units by SCPA Program, the Institute of Social Studies and Humanities held at the TEN Multifunctional Center, on October 8, 2020 a meeting with 20 psychologists of high schools in Tirana and members of the Tirana Municipal Council, Joleza Koka, Maura Linadi and Glindxhet Madhi.

At the beginning of the meeting, Joleza Koka stressed the importance of the SCPA project supported by Sweden for the community policing and the prevention of hidden crime to advance issues affecting the citizens, the role of central and local institutions, and school psychologists.

The psychologists present at the meeting addressed the issues of psychological pressure that children face in school as a result of acts of bullying and online bullying, the role of the Police in conflicts between students, reports to the Child Protection Unit, domestic violence, etc.

At the end of the meeting, the members of the Municipal Council took the initiative that the proposals issued from this meeting be included in next year’s budget of Tirana to be approved in December.

Suggestions:

• Bullying law should be reviewed by the police in cooperation with psychologists.

• Presence of psychologists at Police Stations.

• Increase the budget of housing rent for families in cases of violence.

• Open more shelters for victims and rehabilitation centers for alcoholics.

• Increase communication between schools, police and the Administrative Unit.

• Anti-Bullying program, awareness campaign, educational classes and reporting system.

• Training and counseling sessions for students.

• Central database of complaints coming from psychologists.

• Addition of staff to the Interdisciplinary Technical Group and the Child Protection Unit.

The applicants selected from 150 young people from all over Albania were divided into 10 groups on different chapters of the Acquis of the European Union based on the main principles of each chapter related to Albania.

Each of the groups worked on the following chapters:

Chapter 19: Social Policy and Employment
Chapter 22: Regional policy and coordination of structural instruments
Chapter 25: Science and research
Chapter 26: Education and culture
Chapter 27: The Environment
Chapter 30: External Relations
Chapter 33: Financial and Budgetary Provisions

In other phase participants conducted 5 awareness campaigns on the chapters of the EU Acquis related mainly to information, media, research, education, environment and budget in education. The online campaign accompanied by slogans aimed to inform and raise awareness of young people on EU values ​​and specific issues as follows:
